[War w/Spain] Abbreviation "U.S.S.C."

A friend has inquired about her grandfather's service. She has several letters signed, "2nd Lieutenant, U.S.S.C.;" says that he was a telegrapher with the PA RR, and may have served in the Span-Am War, but the letters are dated 1894, suggesting some other branch, perhaps the Signal Corps or "Signal Service, pre-war." Does the abbrev USSC suggest some other branch or service that would have had a commissioned junior officer? (I recalled the Sanitary Commission of the Civil War era, but find no evidencve they were still in existence at that date.)
