I would recommend consulting several military oriented periodicals of the period, including the "military and Naval Magazine," the "Army and Navy Chronicle" and the shortlived, "naval magazine" of the late 1830s. I have perused these periodically on microfilm at the university of south florida library. They contain a great deal of insight on the debates of pay, clothing, shipbuilding, etc. besides standard updates of military and naval news. You might try and arrange an interlibrary loan, or check the online catalog of your nearest university.
