I highly recommend that you hold off using naval jelly on an antique. You will lose any patina that it has, and will most likely destroy much of its potential value as a collectible. Simply rubbing in some oil may allow you to read the markings, and will allow you to determine better just what you have. In any case, a GAR flag stand would have more value if uncleaned than stripped of its patina honorably earned over the past 120 years. It is rather akin to puting old granny in a miniskirt and false eyelashes. Just my opinion. Best of luck.
