OK. Thanks for connecting the dots for me. I know TJ used ML while his secretary during his first adminstration to provide an assessment of the federalist military. So, this is how he handled it. Thanks for providing that info.

As for the record of ML and WC. That is correct. ML either sought to make WC a captain or wished it were so, and acted as if it were legitimate. But his commission was as a lieutenant. When Clark resigned his commission in '96, he was a captain.
