Don't know of any web sites that do that, but there is an interesting section in Volume 2 of Heitman's Historical Register and Dictionary of the United States Army 1789-1903. Starting on page 560 are a series of tables that show the "Organization of the Army." There are tables for 1789, 1790, 1791, 1792, 1796, 1798[3], 1799, 1800, 1802, 1808, 1812, 1813, 1814, 1815, 1821, 1832, etc.
