I don't have an answer but I have a query for you. My great-great grandfather Diedrich Horstmann arrived in Cincinnati sometime after the 1848 revolts in Schleswig-Holstein, settled there and became a solid citizen of his new country. He was apparently enrolled in some sort of Cincinnati home guard during the civil war period and was issued an Enfield rifle-musket (which remains in the family today and for which I have a dependable line of descent from my great-great grandfather). He did NOT serve in a volunteer or regular army unit which went into the field. Do you have any idea what sort of home-guard organizations were created in the Cincinnati area which were "military-enough" that the members were issued rifle muskets at state (or federal) goverment expense?
