[Uniforms] Civil War

Our reenactmment group in Australia portrays mid war 2nd Va. mainly. Question is the Blue Chorded tassled Hat Band. Did the ordinary soldier wear them or was just Officers.
Some of us wear them hanging to the side but we are defarbing the few and there is quite a debate going on .
